Could/can indicates a possibility or ability. (쫑쫑: 아!)

So if you write 'In-person concerts 'CAN' be safe if everyone is careful', it means that if everyone takes precautions, follow the rules then the possibility of attending in-person concerts and not getting sick is possible.

In other words, there is a  possiblity to attend in-person concerts if everyone is careful to follow the safety guidelines.

Would/will indicates willingness. (쫑쫑: 의지에 대해 쓸 때는 could보다는 would를 써야겠네요)

 

So if you write 'In-person concerts 'WOULD/WILL'  be safe if everyone is careful, then the sentence means to tell that if in the future, everyone is careful, attending in-person concerts will be safe.

Will/would is use to show the willingness or intention of a person in the future or when imagine a situation.

So if you use 'Would/will' in the Sentence, you are writing to say that if in the future everyone is careful, in-person concerts will be safe.

In other words, the author is actually imaging the future or situation. He/she imagines that in-person concerts will be safe when in reality, it may still not be safe yet.
